Martingale collars are kind to the dog's throat when the dog is
on lead, because they tighten evenly around the neck, rather
than the noose-like action of a conventional choke collar, which
can damage the trachea. Martingale collars also discourage
pulling.

They are, however, choke collars and are thus deadly when a
dog gets hung up, so a dog should
never be left unattended in a martingale collar.
For a martingale collar to fit properly, it should be adjusted
so that the dee rings do NOT touch when the collar is at the
top of the dog's neck and pulled tight. If the dee rings
touch, the collar is no different than a flat collar and the
dog can easily slip out.

easy:

Adjust the collar so it slides easily over your dogs head

Take
the collar up to the top of the dog's neck
-
Now,
adjust it smaller until the dee rings can't touch when it's
pulled tight
-
TA-DAA!!!
You're done!
The
collar will lie comfortably on the neck, but the dog cannot back
out of it and get loose.
